--坚持改革创新。坚持改革创新是实现人才工作战略目标的重要保证和推动工作的动力之源。各级部门要根据俱乐部关于加强人才工作的指导思想和战略目标，坚持人事、薪酬和劳动用工制度的配套改革，坚持体制、机制和制度的不断创新，坚决破除束缚人才成长、阻碍人才流动、妨碍人才创新活力发挥的观念、体制和制度壁垒，放手让一切劳动、知识、技术、管理和资本等要素的活力竞相迸发。要不断地用企业发展的成效来检验各项工作效果，坚持持续改革创新。
